From 1.1.2010 an employee can participate in services promoting employment
and receive earnings-related unemployment allowance and maintenance compensation
during the services. The services promoting employment must be agreed separately
with the employment and economic development office. The earnings-related
unemployment allowance can be increased by an increased earnings-related part or
an earnings-related component of change security, if other requirements are met.
In addition to the earnings-related unemployment allowance, tax-free maintenance
compensation is paid.
The employment condition is shortened with daily allowance recipients from 43
calendar weeks to 34 weeks. An employee's employment condition is met when (s)he
has been working 34 weeks within the last 28 months in a job in which the
employment condition is met. The new employment condition rules are applied to
those who have been working at least one employment condition week in the year
2010. Also the membership condition requirement is 34 calendar weeks, when
previously it has been 10 months.
